This letter was addressed by Bishop Roland to the faithful of the Diocese of Moulins, France. The Diocese of Moulins in France carried out a consultation with the people; something similar to what has happened in some dioceses in this country.
But the response of the Bishop is dramatically different. He seems to have actually listened, taken what he heard seriously, and is proceeding to act on it.
